    Reminds me of old school methods to clear the NVRAM/PRAM on your PC.  I've been doing the screen reset process (holding both steering wheel buttons) after each s/w update.  The more robust, whole-car reset method seems reasonable.

    Update on update for my particular situation:

    text messages from TESLA Technical Support.

    "At this time it is expected to be in firmware release 2019.12..."

    "Hopefully in the next week or two. " (From 4/23/19)

    Temporary solution: "Pressing and holding both steering wheel buttons for around 10 seconds will perform a reboot."

    (Brake pedal is not required for reboot. Just buttons on steering wheel for 10 seconds are required.)

    ALSO:

    TESLA Tech Support was dilligent and had these instructions to offer.Hello,
     
         "Thank you for contacting Tesla. I apologize for the delayed response, and any inconvenience this may have caused. I'm sorry to hear you are having issues with your screen, this can typically be resolved with some simple troubleshooting. Please follow the steps listed below.

    Power Cycle (please do not attempt while driving)
      1. Select controls on your screen (the car icon)
      2. Select Safety and security
      3. Select power off
                 it will ask you if you are sure
    The car will shut down, you will want to leave it in this status for about 3 minutes. During that time you will want to avoid waking the car, please do not open any doors, push the brakes, or grab the steering wheel. Try to remain as still as possible. After about 3 minutes you can wake the car, either push the brakes or open and close the door.
      Once the car has rebooted you will perform a scroll wheel reset
      1. Hold the scroll wheels on your steering wheel for about 20-30 seconds
      2. You will see your touch screen shut down, continue to hold the scroll wheels until the Tesla "T" comes back on the screen


    It is a good idea to complete the steps listed above after every software update.

    Had the bug hit for the first time while driving at highway speeds today.  It's worth noting to others that the car is still "fine" and you're back online within ~30 seconds. 

    However, without simple things like the turn signal sounds the car suddenly feels dead/distant.  I made sure other family members who drive the car are aware of this extremely disorienting event.

    Bug log/report to Tesla forthcoming...hoping 2019.12 hits soon.

    TESLA tech that contacted me said this will be fixed in release 2019.12

    Make sure you create a BUG log. That will time stamp the event.

    I experienced the exact same behavior.  Each time it was correlated (loosely) with driving to (and parking at) a location the car had never been to, so my gut is a bug with GPS/mapping.  When I attempted to pre-warm/cool climate upon leaving the app fails to connect and the screen has crashed (gone to black) when I return to the car. Thankfully the car is fully drive-able in the state while the screen is black/rebooting.

    My screen in brand new Model 3 went to black three times within the last three weeks after which it fully restored within 3 minutes. I just made a request for service. 

    I will post results when resolved.
