Retainer bolt on rotor

Most likely shops like Costco won't remove it due to liability concerns.  Some cars have one, some don't.  My BMWs had one, but it was recessed, my Jeeps didn't have any.  It's really an aid to assembly, to keep the brake rotor on before the disk brake assembly is mounted.  I bought new wheels for my Model 3, and they had recesses to clear the bolt head, but if they didn't I would have simply removed it.  Another option would be to pop the rotors off and have a relief added to the bolt hole, and replace the OEM bolt with a flat-head bolt of the same size. (So it would fit flush with the rotor's surface.)

Today I went to Costco tires for winter tire and wheel package installation but Costco couldn’t install the new wheels because there is one retainer bolt on each rotors (see picture) that wouldn’t allow new wheels to properly sit on rotors. The guy at Costco was telling that this bolt is not necessary and I should get it removed from a mechanic before they can install new wheels.

I was wondering if anyone of you had to remove any such bolts to install another wheel or if anyone know if this bolt is really not required and can be removed without any issue. Any local shop who can remove it ?
